81. Highland School District No. 203

Highland School District connects the neighboring orchard communities of Cowiche and Tieton through a school route that moves with the student’s age. Marcus Whitman Cowiche Elementary serves preschool through second grade. Grades three through five move to Tieton Intermediate School, and the full district comes together at Highland Middle School and Highland High School. A child may cross between the two communities before reaching the shared secondary campus, making the local geography part of the ordinary feeder.

Many Highland families live and work within the Yakima Valley’s agricultural economy, and multilingual communication is essential to school participation. The district’s Transitional Bilingual Instructional Program supports multilingual learners with involvement from parents, educators and the community. Translation access helps families take part in programs and services, while migrant education addresses academic continuity, health needs, leadership and college exploration for students whose schooling may be affected by mobility.

By middle and high school, students share one Scotties identity through academics, athletics, arts and postsecondary planning. Technology and well-rounded learning are supported through state and federal programs, and secondary students can use regional college and career opportunities beyond the local timetable. Highland’s structure makes two communities visible without dividing the district: Cowiche and Tieton each shape the elementary years, then their students grow into one secondary community whose work includes bilingual access, migrant support and preparation for life beyond the orchard valley.
